ESTA PROPUESTA ES PRESENTADA POR LA ASOCIACIÓN DE AMIGOS DELPATRIMINO DE LAREDO, CON DIRECCIÓN EN LA CALLE RECONQUISTA DE SEVILLA 1 (BAJOS CASA TORRE VELEZ CACHUPIN) LAREDO 39770 (CANTABRIA) ANTE EL GOBIERNO DE CANTABRIA, CONSEJERÍA DE ECONOMÍA Y HACIENDA, DIRECCIÓN GENERAL DE ASUNTOS EUROPEOS C/ Hernán Cortés 9,bajo y 1ºplanta 39003 Santander

In Laredo, a 7 de diciembre de 2020

INTRODUCCIÓN El pasado 1 de diciembre de 2020 leímos en las noticias difundidas por la agencia Europa Press que el Gobierno de Cantabria incluye la rehabilitación del Cabildo de Arriba de Santander entre los proyectos financiados con los fondos europeos de recuperación. Literalmente, la noticia dice lo siguiente “ El Gobierno de Cantabria ha presentado, en el marco del Plan (re)Activa para optar a estos fondos, un proyecto para impulsar la regeneración urbana de áreas vulnerables en los municipios de Cantabria, en el que podrían incluirse las actuaciones en el barrio del Cabildo de Arriba. Así lo ha planteado esta mañana Álvarez en una reunión con la alcaldesa, en la que se han abordado además las novedades e inversiones de la Consejería incluidos en los presupuestos para 2021 en la capital, y entre los que destaca el crecimiento de la partida destinada al Plan Concertado de Atención Primaria en unos 600.000 euros, hasta superar los 4 millones de euros, así como los más 12 millones que se prevé destinar a políticas activas de empleo en Santander. La consejera ha apostado por la colaboración “permanente para y por los vecinos y vecinas de Santander, más allá de ver las cosas en distintas perspectivas”, as,es, según ha asegurado, “el trabajo y la coordinación siempre es día a día”. Respecto al proyecto de rehabilitación del Cabildo de Arriba, Ana Belén Álvarez ha defendido “aprovechar las sinergias” de los fondos de recuperación europeos yrabajar de forma coordinada” para conseguir recuperar el entorno urbano de esta área tan céntrica de la ciudad de Santander y hacerla “más saludable ysocial”.

Ambas administraciones han acordado recuperar la comisión mixta del Cabildo de Arriba con el objetivo de formalizar estas actuaciones. En este punto, la consejera si bien ha reconocido “las dificultades que entraña y que lleva” una iniciativa de estas características, ha abogado por el “trabajo coordinado” para conseguir el objetivo de común de impulsar un proyecto de regeneración urbana y social en el Cabildo.” La Asociación de Amigos del Patrimonio de Laredo reconoce la oportunidad de la decisión de incluir la rehabilitación del cabido de arriba de Santander en un proyecto de rehabilitación urbana y social. Sin embargo, esta asociación no entiende por qué el Gobierno de Cantabria no ha ofrecido a la Puebla Vieja de Laredo idéntica oportunidad cuando dicho Gobierno es conocedor – o debería serlo al menos por la somera lectura de la prensa diaria- de la situación de grave crisis y estado de fragilidad que lleva arrastrando décadas el patrimonio arquitectónico civil y religioso, público y privado de nuestro conjunto histórico artístico. El declive de las infraestructuras, el estado ruinoso al que se suman cada año más edificios de su catálogo monumental, así como la situación de infravivienda de algunos de los edificios que aún se mantienen en pié (que son los hogares de los vecinos de la Puebla Vieja) conduce a un conflicto de profunda e injusta desigualdad social, que se suma a la lamentable pérdida de nuestro patrimonio cultural y arquitectónico. El pasado 3 de diciembre de 2020 se cumplieron 50 años de la declaración de Conjunto Histórico Artístico de la Puebla Vieja de Laredo, y más que celebración parece un lamento. Esta conmemoración ni siquiera ha servido para el Gobierno Regional repare en las acuciantes necesidades de la Puebla Vieja para incluirlas en su Plan REactiva.II EL PLAN DE RECUPERACIÓN PARA EUROPA Para ayudar a reparar los daños económicos y sociales causados por la pandemia de coronavirus, la Comisión Europea, el Parlamento Europeo y los dirigentes de la UE han acordado un plan de recuperación que liderará el camino hacia la salida de la crisis y sentará las bases para una Europa moderna y más sostenible. Para garantizar una respuesta eficaz a la crisis del coronavirus y una transformación económica plena, se han movilizado una serie de instrumentos (Next Generation EU) que canalizarán las inversiones en paralelo al marco presupuestario plurianual (2021- 2027) El presupuesto a largo plazo de la UE será el mayor paquete de estímulo jamás financiado a través del presupuesto de la UE. Un total de 1,8 billones de euros ayudará a reconstruir la Europa posterior a la COVID-19, que será más ecológica, digital y resiliente. Según noticia de la página web de la DG de Asuntos Europeos del Gobierno de Cantabria, el Mecanismo para la Recuperación y la Resiliencia (MRR) que constituye el núcleo del Fondo de Recuperación está dotado con 672.500 millones de euros, de los cuales 360.000 millones se destinarán a préstamos y 312.500 millones de euros seconstituirán como transferencias no reembolsables. El Plan de Recuperación, Transformación y Resiliencia de la Economía Española va a movilizar en los próximos tres años el 50% de los recursos con los que cuenta España. Es decir, este Plan guiará la ejecución de cerca de 72.000 millones de euros-El Plan Nacional de Recuperación, Transformación y Resiliencia se estructura en torno a cuatro ejes estratégicos: la transición ecológica, la transformación digital, la cohesión social y territorial y la igualdad de género. Los proyectos que se presentan desde Cantabria se estructuran en cuatro pilares «transformadores» que son la transferencia digital, la transición ecológica, la cohesión social y territorial y la igualdad3 . LA REHABILITACIÓN DE LA PUEBLA VIEJA DE LAREDO ES UNA NECESIDAD QUE ENCAJA PLENAMENTE EN EL PILAR DE COHESIÓN SOCIAL Y TERRITORIAL. Actualmente, el itineraio ofiicial del Camino de Santiago ruta del Norte (reconocido como patrimonio inmaterial por la UNESCO), discurre a su paso por Laredo por el corazón de la Puebla Vieja.
